We have come to depend on these presidential speeches from the very first one after the Revolutionary War, to know the country’s status. It can be difficult, however, to realize how a seemingly simple speech can have so much impact on the citizens.

Since the soldiers had still not been paid for the war, people were starting to worry about the financial conditions in the new country. Army salaries had gone unpaid and the people who had fought to bring us independence were angry at what they assumed cheating.
